BACKGROUND
The Electrical Inspectorate was created to meet the safety codes of the erstwhile Indian Electricity Rules, 1986 [now as Central Electricity Authority (Measures relating to Safety and Electric Supply), Regulations, 2010 as per the provision of the then Indian Electricity Act, 1910 (now Indian Electricity Act, 2003) under the Public Works Department, Government of Tripura most likely during the year 1979 and was functioning in the State of Tripura since then.
The main objective of the Electrical Inspectorate is to ensure safety of electrical installations covering Generation, Transmission, Distribution and Utilization of electrical power as per relevant Safety Codes prescribed under Indian Standards and CEA Regulations, 2010 amended up to date to minimize the danger to human beings and animals in particular and damage to the property in general.
Likewise, the Tripura Electrical Licensing Board (TELB) was also created under the Public Works Department, Government of Tripura under the same Act & Rules for granting Electrical Contractors Licenses, Certificate of Competency to Supervising Electrical Workman and Certificate of Competency to Operative Electrical Workman to the eligible candidates for compliance of relevant provisions of Central Electricity Authority (Measures relating to safety and Electric Supply) Regulations which the Electrical Inspectorate administers.
The State Government transferred the administrative control & functioning of both the Electrical Inspectorate and the Tripura Electrical Licensing Board to Power Department, Government of Tripura vide Notification No. F.6(57)/PWD(E)/16/13636-735 dated 07/12/2018 as per Rules of Executive Business on the ground that the administration & enforcement of Electricity Act-2003 is vested with the Power Department. Consequent upon above, the Tripura Electrical Licensing Board (TELB) was re-constituted vide Notification No. F.6(3)/ INS/E/TELB/2019-20/24-29 dated 24/04/2019.
At the nascent stage of creation, Electrical Inspectorate was formed to deal with safety matters for state's power system covering own generation capacity of about 21 MW with Transmission and Distribution Network of about 14,000 Ckt-Km and consumer strength of around 60,000. Now after a span of over 4(four) decades since creation, the state's power sector has gone into manifold expansion with its current position of power demand of about 300 MW with Transmission and Distribution networks of about 53,000 Ckt-Km and consumer strength of about 9 Lakhs besides addition of new roles & responsibilities under the amended Acts and Rules. Electrical Inspectorate is entrusted with the work of ensuring proper safety of electrical installations, human beings and animals including proper inspections/ surveillance of safety code compliances by the users as well as smooth and quick delivery of public services like issuance of No Objection Certificates (NOCs) for electrical clearances of electrical installations, issuance / renewal of certificate of competency for Supervising Electrical Workman, certificate of competency for Electrical Workman & License to Electrical Contractors, enquiry & reporting of fatal and non-fatal electrical accidents of humans and animals etc. as per Act and Rules including amendments thereof.
PRESENT ORGANIZATION & MANPOWER STRENGTH
The Electrical Inspectorate is headed by the Electrical Inspector with its head office situated at Pandit Nehru Complex, Gurkhabasti, Agartala, West Tripura and is now reporting to the Secretary, Power Department. In administering and enforcing the provisions of various Acts and Rules, the Electrical Inspector is assisted by 3 Nos Assistant Electrical Inspectors, I No. Junior Mechanic, 1 no. Head Clerk, 1 No. Upper Division Clerk and 5 nos Group- D staffs appointed and posted by Public Works Department (PWD), Govt. of Tripura. There are no other offices of Electrical Inspectorate either at district level or sub-divisional level.
The officials posted in the Electrical Inspectorate from the PWD before 7th December, 2018 will continue to be posted in the same office on deputation from PWD as the sanctioned strength of the Electrical Inspectorate is borne under Tripura Engineering Service Rules (TES) and for the common category of ministerial staff controlled by PWD.
At present the Secretary, Power Department is the Ex-Officio President of the Tripura Electrical Licensing Board and the Electrical Inspector is the Ex-Officio Secretary besides 6(six) other members.
